Tight drive belt?

My starter seemed slow and I thought it was my battery. Didn't check it """"my bad"""", just went and bought a new battery. Put it in and it still rolled over slow. Thought! Is my clutch hanging up? Went inside ( did the entire pull most of the inside cab and flooring and a thousand screws latter) just to get to the clutch WTF shit again and find the belt seems to be extremely tight! Like ZERO PLAY UP AND DOWN!!!!. I can't imagine this is normal???? What do you guy's think. What the heck could have gone out to cause my belt to get so tight? Secondary issue??? HELP!

2010 XTZ 1000..... HCR Suspension, 6" lift, King Racing Series Shocks, Summer's Brothers Racing Axles, Beard Seats, Tiger Tracks, A/C Hinged Windshield, Custom Light Bar by Butch, Custom 1/2 Doors by Butch. What's next ???

The belt should be at the top of the secondary pulley to 1/8" down. They are pretty stiff when installed. Can you spin the clutches when in neutral? I can't see where there could be a problem on the primary/secondary spacing, if it is a new belt perhaps it is too short? Next could the wet clutch be dragging, broken spring, or shoe? This is where the question about turning by hand in neutral comes in.

Yea RD, I can turn it by hand, stiff but it turns. I ordered a new starter yesterday. I'm thinking that's the culprit. The starter seems short on power! I looked at some video and see others that look to be tight like mine. It's at spec on the secondary.
