2005 Arctic Cat 650h1 4x4 bolts in top of valve cover won’t all go in

I’m really confused the very top of the engine the part that bolts down with four longer bolts with rubber washers in the part that the rocker arms are attached to one of the four holes are bigger but only 3 of the 4 bolts will fit at a time there is a small dark metal tab that is about halfway down the hole that keeps one bolt from going all the way down If you shake the part on certain angles The metal tabs will disappear enough to put three bolts in but not the fourth no matter what has any had this experience and is there a trick thank you

The tab is actually the shaft for the rocker arms. These is a machined grove to allow the bolt to go past. I use a small pick to rotate it for clearance. If that fails, remove the Allen plugs that cover the shaft. They should be easy to rotate.
