What are the off-highway vehicle requirements to obtain the reduced Vehicle License tax fee?
The requirement is based on your declared vehicle use. To qualify for the reduced Vehicle License tax and exemption from the registration fee:
Your vehicle must meet the Off-highway criteria of being designed by the manufacturer primarily for travel over unimproved terrain and have an unladen weight of eighteen hundred pounds or less
Your vehicle must have a current/valid Off-highway decal
Your declared usage must be, Primarily off the highway but will occasionally use on the highway
